Went to the ER. Got yelled at for using the sidewalk. I wish all police officers a very pleasant fuck you.

OP has evidence. Go to your local municipal government and file a complaint. Add the photo. Now it’s documented.
Or do nothing at all about it and make overused statements on the internet. Idgaf
If they're anything like my local council, evidence is irrelevant. They'll say "we sent someone out to check and there was nothing there. No infringement notice has been issued."
What exactly do you think the local government will do about it?
Something. Or nothing. But they’ll definitely do nothing if you don’t inform them about it.
Paper trails usually add up. They start seeing 100s of these complaints show up they usually have to do something, because by that point the news starts to get involved.
If anything, they'll forward the complaints to the police and let them "handle it". You have too much faith in the government
