more people die falling down stairs & hitting their head, than riding a bicycle & hitting their head. A helmet should only be necessary if you're going very fast (road bike, fast e-bike) or off-road (mountainbike). If felt needed by the majority of cyclists in regular urban situation: how the urban environment was built, sucks.

Getting involved in local bike politics is more effective for keeping you safe while biking. Nobody said anything about what people can and cannot do.
