Isn't this a pro-bussy stance? I'm unfamiliar with the signage but to me it feels like it's saying "no ahead, left turn only, except busses"

Yup no vehicles can go straight except busses.

They can go straight as well as long as they recognise themselves as busses*

Traffic police might have different opinion if your consider your SUV to be a bus.
