The author of the article is trying way too hard to imply that the study predicts more and worse earthquakes.

For example, they open with:

Just a week after a 3.9 magnitude earthquake rocked the Hayward Fault in Oakland

Which just makes me laugh. They clearly just checked the USGS site for the largest recent quake in the area, and might not even realize just how puny and mundane a 3.9 is.
