He is basically saying that they knew what scammers (not pirates, literal scammers) were doing to their consumers, and they not just allowed it, but incentivized them to scam people by selling them legit boxes. Or, in other words, they straight up made a partnership with scammers, becoming scammers themselves, in order to profit from the whole scheme. That's actually fucked up! And the article title is a hell of a reality bending.
