I can confirm this to be true.
At my job i regularly have to do teardowns of Flock ALPRs to investigate issues and there is 400g of gold contacts, 1kg of copper wire, and a high quality camera and lens that i cannot disclose specifics of.
Please do not tamper with the free-to-take gold mine that are Flock cameras.
