It is part of libjxl which you should be able to get on on any modern Linux distribution or even on Windows without any issues.
Yea that worked thanks. I did this
cjxl test.jpeg test_small.jxl --lossless_jpeg=0 -d 2.0 -e 9and I got even lower from 931.1 kB on a jpeg to 121.4 kB and the compression is barely noticable.
