Definitely can be, though I walked into a rural health department who had paper applications. They didn't use online applications as a screening method. Got the job that month. They were also a weird teamsters union department, and probably wouldn't have hired me if I weren't white. So the mileage definitely varies.

(And yeah I processed paperwork 80% of my time there.)
