TL;DR, they the removed diesel generators that disturbed and scared fishes away.
Using diesel generators in remote locations (or anywhere) is a bad idea. Replacing them with solar panels is common sense, and they finally got around to it.
That's a good move, better late than never. That company didn't have much foresight by installing and keeping generators for so long.
