I think this is an attempt to further justify eliminating senior military that oppose unlawful orders. You make less T as you age. Plenty of 30 year old, lead brained, country bumpkin dumbfuck MAGAts in entry level officer positions they can randomly make generals.
You can't just use the same explanation for everything.
When it stops working as an explanation for his behavior then we can switch to his drinking problem
