Ah well .....Moscow to China is over 3000 in a straight line. That take 300 Liter for a return trip (If you can do 1:20) It helps a few in that area but unless you set up massive transport (which will be a perfect target you can't defend) it's not solving a lot. .
Well, if you read the article it is not Moscow residents being offered this.
