As far as I know there is some tax loophole, that's why the tech giants are all registered in Ireland for their EU headquarters.

Sell MacBook for €2000 in France, pay royalties to apple Ireland of €2000. Apple France has no profit, apple Ireland has little tax.

There's no need for an Apple France in this scheme.

Apple isn't selling physical goods in most European countries, Apple partners are. The Ireland entity is there for the digital services revenue mostly
