Did you read the article? Are there bike infrastructure there? Are they "blasting through the red light" or crossing at the safest time, which does not happen to be when the light is green because of the way the infrastructures are?

I live in a city which almost completely covered with cycling infrastructure.

When weather is good I bike to work. I see cyclers running on red light almost every time. Few times saw them driving against the flow. Some weirdos would ride on the road when a perfectly safe bike line is on the sidewalk.

To be fair, I also see many cars running red light right after traffic light switched to it.

I'm not saying cyclists do not break the law, they do, like everybody. The points are :

  • they are not worst than other users, and are in fact better (see the other studies on that subject, including the one cited above),
  • when they do they are not putting the others in excessive danger like motorized vehicles,
  • the rules where created without them in mind, so it would actually make sense that they break the law more often to stay safe. Still, they don't.

Unfortunately all the studies I've heard about on this matter are from northern Europe, but I doubt it's different elsewhere.

Now count the number of car drivers who stay under the posted speed limit, keep a safe following distance, respect the right of way of pedestrians and cyclists, and indicate before every turn. (You'll be waiting a while to find a single one)
