Why does that matter?
because, you know, it's a controller.
The cool thing that you don't hate, up above, is a bunch of floppy drives and flatbed scanners. They also aren't supposed to make tunes, but they do, and it's cool.

at best it is a speaker, like the DualSense, but in reality they are just controllers with a useless feature.
The Steam Controller doesn’t have any speakers.

this is closer to a speaker than it is to a floppotron.
