Yeah but it's usually determined by your parents citizenship at the time of your birth. And the Untied States does both, that's why Ted Cruz is still considered a born citizen even though he was born in Canada. And Canada also does both, being born in Canada makes you a citizen with some exceptions and being born to Canadian parents makes you a citizen with some exceptions. I think most countries actually do both
