This is an ongoing stock market pump and dump. There cannot be any other explanation.

He was annoyed that Iran might make money from charging ships to pass through. So he made sure they can't. In the process he gets himself into a trap he can't get out of, but he is unable to think that far ahead.

It's possible he also wants to be paid for letting ships pass, but who would pay him for that when Iran will stop the ships anyway? He might pretend the USA can give them safe passage, but the USA's inability to win militarily has already shown the world that it can't.

So the world's economy gets tanked and more people everywhere suffer and starve. Maybe he thinks this will pressure the USA's "allies" to come and help the USA fight Iran, but who would help a country that demonstrates upfront that it's this willing to fuck you over?
