At second 24, he grabs the documents from her hand and throws them in the back. IANAL, but from what I understand this act will be interpreted as "he accepted the papers." The plaintiffs probably started celebrating when watching this video.
iAnal also but can "I refused to take the papers" ever be a legally okay excuse for not being served?

That’s what the process server is for. They’re there to make sure the target person has the paperwork. Whether the person accepts it or not is irrelevant, the server can swear in the court that the person knows the documents exist and had the opportunity to read them - not that they accepted them.
