That’s dated just prior to the start of the war, which has me wondering if these radars were not yet positioned, if their crews are not yet trained or undertrained, or if these radars are not as good as are claimed. My guess is the first possibility.
The YLC-8B is an early detection radar, not a fire control radar. So even if they were able to track a stealth aircraft, it doesn't mean they could effectively intergrade it with their prior aa system.
