First of all, I'm sorry because I'm sure this question has been mulled over a million times, but now that the subreddit is private I obviously can't find the discussions.

So, steam mods. Which websites you'd recommend for downloading them?

In the meantime, I also found skymods.ru but it only supports Cities: Skylines, Stellaris and Hearts of Iron IV.

I suppose the short-term solution would be to:

Buy the game on Steam
Download mods
Paste them to your pirated game
Leave the game running for a little under 2h so that Steam doesn't become suspicious
Refund it

However it's kinda inconvienent and you risk Steam refusing your refunds at some point.
