You act like this is something new. The last time the US declared war was during WW2. During Korea we suffered a sneak attack in leu of declaring war. After Vietnam, Congress passed a law requiring congressional approving for any war the President plunged us into after the 90 day mark which didn't really reign in the Presidency since if he orders us to attack a country, we're in a war at that point. Can't just back out.
