If we can get all the fossil fuel vehicles off our roads, out of our seas and out of our skies, we'll have a much better environment. Charging hybrids halve as much when they can run on electricity most of the time seems less than ideal.
Also most usage based wear and tear comes from trucks anyway. Meaning charging light vehicles isn't nessecary.
You could just move the gas tax to a vehicle tax for road existence and upkeep to heavy vehicles usage.
