Wasn't that the Ukrainians? I guess the US didn't say anything after they knew, but it seems like the Europeans probably knew too and didn't want to investigate it further because they wanted to keep their relationship with Ukraine. In general it seems Europe are more rhetorically hostile to Russia and don't really need the US to tell them to sanction them.
Also Russia is not the only one that can supply Europe besides america, oil exports are still dominated by the Saudis and the Gulf states. Even Canada exports about as much oil as america.
officially, it was ukranian individuals acting alone that blew it up for funsies; but everyone knows that it was ukraine enabled by the us empire to blame russia and make sure that europe can't go back to buying russian oil at the same capacity.
and, like europe, the saudis and gulf states will not do anything that the americans don't want them to do; so buying from them is also a non-starter.
