No, they didn't hold a primary because they had the incumbent advantage. You don't weaken your own incumbent candidate by running people against them in the primary. That's basic electoral politics.

Same reason they didn't have a primary in 2012.

If you really don't see how 2024 was different given that Biden ran as a bridge candidate who wouldn't seek a second term then there is literally nothing that the party could do that you wouldn't mindlessly defend.
