Subtitles are better for the hard of hearing and non fluent.
It depends on the person. For Deaf people raised with Deaf community sign language is often their native language and it's far more effective at conveying emotions and nuance than subtitles.
But it's also worth noting that in live performances subtitles are much slower than interpreters. Terps are able to keep up with even high speed rappers, while subtitles are usually like a second or more behind.
