It's more a meme than an active fandom concept now, though in its day, years ago, it was just seen as fandom speculation of what Star Citizen could be. And it's not the only gross speculation to come out of that. If you dare (Content Warning), look up "the inevitable consequences of piracy" that some creep wrote about that probably should be on some likely kidnapping suspect lists.
I google searched “stimpire” and found a post on the main subreddit wanking to the idea “implications” of the limb damage system, cargo containers, and bounty hunting.
What an absolutely deranged fandom.
The Star Citizen grifting company knows what fandom it has; the Valentine's Day ads (and monetization of course) were all about avenging dead waifus and jokes about dead waifus.
