That might make immigrants (and people) in general leave less, but I don't see how that would make high skilled immmigrants leave less than low skill immigrants, which is what the report is measuring.

I dunno. Maybe the low skills immigrants are coming from countries where the standard of living isn't as good as here, and finding a job in another country when ou have a low skill level is inevitably more difficult than if you're skilled. No?
