Werthers original are German candies, and I’ve definitely heard jokes about old people liking them (or campino Früchte, or something similar) in Germany. Root beer is a North American thing though
You're not really a proper old person unless you are offering Werthers Originals and blue ribbons at every opportunity.
Can confirm French of a certain age would've grown up seeing the commercials on TV and eating them occasionally.

Oh. I now just learned that butterscotch has nothing to do with whisky, but seems to be just the english word for "caramel" or so...
And I also know the old "Werther's" commercials.
So, they are apparently international.
Interesting. I wonder what influenced what with regard to the butterscotch reputation stated in OP...
Butterscotch is far superior to ordinary caramel.
Regardless how good it might be, it would quite certainly be a letdown for me now, as it apparently doesn't contain scotch...
And if you are talking about Werther's: I am not particularly fond of that, there are superior types of caramel imho.
