Rest of the bill is a complete shit show still, and not worth in the long run. They should just do a separate bill to kill off NFA stamps. They have the numbers for it.

Separate bill would require 60 votes to kill the filibuster. They do not have the numbers for it. This is the best we're going to get. Senate Republicans are respecting the rules of a game that dems have vowed to change. They campaigned on ending the filibuster.

No, they don't. That's precisely the reason any of this is being included in the budget bill.
The budget bill isn't subject to the filibuster. It only requires 51 votes to pass.
Putting these things in a separate bill would guarantee their demise, as that bill would require 60 votes which they don't have a snowball's chance in hell of getting.
