The price barrier removed makes adoption of both much more widespread, and opens up the door for lawsuits.
Ultimately, the removal of the fee is the best outcome, and does represent a win. Removing the registration aspect is separate from budgetary policy, but now it is open to lawsuits because the issue is registration now, and it can't be considered a tax now.

No it's not. The courts clearly ruled a long time ago that the registration is only valid as a means to collecting the tax. No tax = unconstitutional registration.
The parl is clearly bending the Byrd rule to avoid nullifying federal gun control, like the good little career bureaucrat she is.
