They're a deliberate metaphor for pre-Civil War Manifest Destiny America with native genocide and slavery, but yes, in theory their burgeoning liberal republic is a better option than the outright fascists in the Legion and House's destructive egocentric "libertarianism" that becomes fascism the moment he gathers enough power to do so, beyond the lore deep cuts that let the savvy terminal reader figure out he was one of the people behind the nuclear war in the first place.
