I still don't understand why a provincial government dictates non-provincial matters.

Technically municipalities are provincial jurisdiction since they are creatures of the province.

The constitution only mentions the federal and provincial governments.

He’s trying to bankrupt municipalities so him bankrupting the province doesn’t look as bad.
