So, are they saying it is ok to commit genocides against non-Jewish ethnic groups, then? I'm not sure what message they're trying to send with this retraction.

Probably not. Just that when they say never again, it's only the holocaust they mean. I suppose if they wanted to speak out against genocide as a phenomenon they would word it something like 'This should not happen ever' or the like lmao
