It's all performative. Everybody knows that word filters do nothing to prevent bad things from happening. But taking actually effective measures might impact the bottom line.

Eliminate state capital-punishment. Make prisoners wear their convictions on their sleeves and only use solitary-for-protection while trials are still in-progress or pending. It'll work itself out.
They censored you from saying numbers. At all. At least a few years ago. It was ridiculous. And it obviously didn't work.
