MODERATORS
There are a couple of safeguards, but by and large you can. And
terminalis a pre-installed Apple app, of course it’s Apple “approved.”And a lot of those safe guards (like the System Integrity Protection) can be turned off, if that’s what you like. The terminal together with the homebrew package manager make macOS a really good place to be, if you can’t get rid of some software that won’t run on Linux (like the Adobe suite).
