its mostly on the parents, a good one usually dont let them have one until there in thier late or mid teens not before. or the parents that WAITED too long to finally start raising thier children, and embarrasing them in public. i had a parent that did that when i was in HS, came to the school often to "moniter" his son, and was making remarks how she cared about his son more than ours, we were thinking "bitch you waited too long to raise him, and waited til he almost graduated in the same semester to FINALLY change him, he already set his mind on doing the bare minimum, you shouldve done that before he was in high school, by the time you reach sophmore and junior its already too late, thats when you are planning college and studying the SAT tests, and career field.
