Washington DC Trams will be "phased out"

According to this article
DC is planning to phase out it's only line of streetcars and replace them with electric buses.
So they want to keep the overhead wires for charging, smart.
They're dismissive of issues with level boarding. They're spending limited budget on changing what works to try to expand instead of delaying expansion until the next funding round.
