Weird phrasing. I've always used (and heard used) "the fuck I can" as a negation. Like "hey, can I get some of those fries?" "The fuck you can."
Or "I'm gonna grab some diamonds from your chest." "The fuck you will."
Yeah, I'm pretty sure the author fucked it off.

A better one would be "WTF? I can!" or "I fucking can!"
