Dead PC.

Unplug PC.

Lick finger.

Stick finger against 3 metal bits where cord goes on power supply.

Plug in PC.

PC works.

I had a similar issue where a dead PC was resurrected after swapping the power cable. It's never been a fix since, but I still try it.
