Doesn't belong to anyone but the Philippines certainly has territorial waters that China fishes and militarily invades.

I was hoping Biden would grow a pair and tell China we're sinking the next ship that fucks with our ally. Ha ha.

International court rulings aside, you just need to look at a map and see how close to their own country the Philippine boats are when they are harassed by the Chinese coast guard, with the latter blasting them with water cannons, boarding boats and breaking mechanicals, and puncturing holes into inflatable vessels.
