Recognising the Commerzbank tower in the background, I'd say yes, it's Frankfurt am Main.
This is directly in front of the famous Paulskirche, where the first German parliament was located in 1848. This is definitely Frankfurt am Main.
Thank you. Ashamed I didn't recognise one of the most important buildings of German history.
