Yes. Build mixed use towers with greenery, much higher efficiency requirements, capacity for on-site power generation for built-in solar and wind with a local micro-grid, scheduling heavy usages appliances like washers and dryers, and abolish new leaseholds and turn them all into commonholds.

We can totally make the solar punk cities of our dreams.
