Yep, but usually the middle and low classes are the ones which receives the more negative impact. There can be others way to get funds, like having oil stations owned by the state, and using their profit as taxes.

In the story, they are super advanced aliens who can cross many galaxies in just a few hours, so they don't need to drink their own fluids, However, their civilization don't have smartphones or AI (maybe some robots, but definitely not Claude or ChatGPT). It's not a super accurate and hard science fiction comic trip but a more "relaxed", satiric and kind of retro one.
