Not exactly what you asked for, but I used to use the Path Avoid mod and paint those squares red to keep pawns off them. I kinda got out of the habit since you can no longer place traps directly adjacent each other and since the chance of triggering is now so low for friendlies. As long as another path is possible, I don't find friendlies even trying to walk over them anymore; mine always seem to walk between.
I agree, I feel like I've gotten a fair handle on everything in this game except the drug policy. I don't think it's clear. In particular, my colonists seem to ignore orders to carry drugs with them (in the previous version, anyway; I haven't yet used the drug policy in v1.6).
You don't have any? Do you feel like you have decent grasp of the base game? If not, I wouldn't worry about adding anything extra yet. They all add significantly more complexity and that's probably not good if you're still trying to internalize the core mechanisms.
If you're ready for an expansion, I would recommend Royalty first. It adds more types of missions, royal titles, psychic powers, and new gear (clothing, armor, weapons, etc.).
It's today, I think. It also adds birds and various other animals, but who wants to eat crow or baby seal when you can eat giant bugs?

Tribal wear is good idea. I usually think pants and shirt and that's harder to coordinate.
It's easy enough to restrict the quality level of the item allowed there. Unfortunately, iirc, tribal wear is one of the higher-value goods (per unit of material) to craft and you can't directly set a preference on the type of material or overall value when designating a storage space.
The main thing is that you (outside of mods, obviously) can't force a prisoner to put it on. I've had people spend days being obstinately naked rather than putting on the clothing I had so generationally provided.
"threat points" is the currency that the storyteller uses to generate events. The more it spends, the more dangerous the event.
