Well, you can make/run AppStore apps on macOS, so I suppose that’s what they’re going for. More accurate maybe to say XCode?

I assume it's there because it (or other Mac) is a requirement for developing for iOS. Is that still true?

Probably because the newer ARM based can run (a lot of) native iOS apps, so it’s a test target as well now.

EDIT: oh just realized this is from 2016 (right in the title duh) so my explanation doesn’t make sense

Autoprefixer, Babel and a single media query breakpoint.

That does wonderfully for me.

For extra luxury, add a bonus "tablet" breakpoint where needed.
