my recommendation would be some P2P file sharing model like old school bittorrent or IPFS, they do require people to seed, but they are pretty much perfect for these sorts of scenarios.

file hosts like mega and zippyshare have their own host of problems (especially with larger files) so I personally can't recommend them even though they still remain popular today.
