I think this is designed very badly. I think it's easliy interpretable as a poll among Palestinians and Israelis on how they think the US is supporting Democrats, Republicans etc. I know that doesn't make sense (and a survey that would never happen) but it's easy to interpret it that way.

It’s measuring US citizen sentiment in regards to the US state policy towards Israel and Palestine. The first shows support as a whole of the electorate where the subsequent ones break it down by partisan lines. So for example the first bar graph shows 40% of Americans feel the US is too supportive of Israel and 18% think the US is too supportive of Palestine
