Whelp that definitely narrows things down a bit.

What's the threshold for "armed conflict"? Like, currently shooting at each other? Snarling at each other over imaginary borders? Within what timeframe?

Does being attacked disqualify one?

But in all seriousness this sounds like a nice move. This could and should be the criteria for a LOT of international community benefits, like trade and such.
