Literally the panel before that one:

Fantoma has a skull face. The two men talk, the first says "I WONDER HOW I CAN GET ALL OF THIS IVORY OUT OF HERE?" and the other replies, "WHAT DO YOU MEAN BY I? AREN'T WE PARTNERS?"
