I can see why they want to take it out. How DARE these cyclists on their virtually free transport overtake those who have paid tens of thousands for their cars?
I love to see bikes overtaking cars.
I hate to see bikes not stopping and yielding to pedestrians using the crosswalk when pedestrians have the right of way.
My possible explanation: breaking road rules is pretty common among all categories in Italy, unluckily:
If all those drivers were riding bikes, there would be bike traffic. But that would still be much better. Less pollution, global warming, expensive car repairs, stress of fuel supplies, risk of danger, health complications in the driver's turned riders. I ride an euc that I charge with a small solar system. Thats still better than a gas car.
See here's the funny part. If all those drivers were riding bikes the extra space would make the extra people completely irrelevant

Genuine question, are cycles allowed to invade zebras in Milán, or are some of those riders just assholes?
In Italy road rules are generally regarded as mild suggestions. Bikes and motorcycles on zebra crossings, cars engage in junctions even if they are not able to free them before red lights, causing gridlocks, and many things even much worse than that.
It's a general problem, but people driving cars as assholes are concretely more dangerous.

I just overtake cars in the road on my way home. They are not moving anyway and I go down the middle of the road.
