Is he using an old iphone or an old ios version? The current signal version is 8.9 so if he can't upgrade to that, the problem might be one of the 2 things I mentioned.
I both read something on reddit, and was told by yet another friend; that you have to update the OS first, and THEN update signal.
Unsure if my troubled friend is able to, but he will give it a go. In first case scenario, a new phone is required to use signal :/

I don't own an iPhone so I can't really help you, but going on the apple app store page for signal the last version seems to be 8.9 not 7.72.2, maybe their phone is too old and can't update to newer versions ?
Also I can't find release 7.72.2 on github only 7.72 and 7.73
